Beach etiquette

Dear Abby,

I’m not sure if maritime advice is part of your purview, but a disturbing incident happened to us yesterday and I wondered what your take would be? It was a windy day, but also sunny and quite warm, and a few of us were having fun in the sea, splashing around in the waves. There were some kitesurfers around, and we kept a wary eye on them, until suddenly I heard a whoosh beside me, and a kitesurfer hurtled past me. Just in front of me was a daughter, and he came close to taking her out as well, but managed only to spray her with a wall of water. He continued on, never looking back once. It was terrifying, and I got out of the water shortly afterwards. My question is, how much control do these people have of their movements? Did he accidentally come that close, or was he deliberately buzzing us for some reason? Do they think that since the best part of the beach for kitesurfing is down by the river mouth, that people shouldn’t be swimming there on windy days? Is there any way of knowing what he was thinking?
